[Dynapi-Dev] dynlayer resize invokation

Is it necessary to invoke a 'resize' event on layer creation?  Perhaps 
someone can place a check in there to see if (w,h) are other than null. 
 I'd like to avoid handling a resize event unless size has actually 
been set.
