Why would you want to call an allowBubble() after
you've called a preventBubble()? The idea behind this
was that it was unnecessary to do so. Thus the
setBubble was thrown out. 

DynAPI 3.0 will require all of us to rethink our
widgets/application designs, thus making better use of
our "limited" resources.
