The website is cluttered with wranings:

string is deprecated. Use the LC_* -constants instead.

The documentation page is not readable:

I had made these messages go away by quoting the constants
to make them strings, as was recommended.  No idea if that
broke anything, or if anything else had been left broken. 
Anyways the point is moot since agillett has completed the
website upgrade!

The website uses a *very* old version of phpWebSite which
doesn't work with the version of PHP that is available on
SourceForge.
The site also uses an old version of phpWiki.
An upgrade to the latest version of phpWebSite is in progress.
