It is mainly because different projects require different features.

I was building a site that had a static layout that requires a very stable
method of loading content.  Java / ActiveX was the best way of doing this.

The use of java to load content required some changes to be made to the
structure of the code.  This is the main reason why the afroapi has such a
different code structure.  However, the core code is still the same.

With a small change, most DynAPI widgets will work fine with the AfroAPI.

It all comes down to what you need and which will best sort your requirements.

What's your coding skills like?

If you are confident of your JS skills, a bit of experimentation with the
existing widgets is a great way to start.
