Using the HTMLMenu example, I ran through the different DTDs and here
is a summary of what I found.

When IE fails, the top menu is displayed correctly, but the sub menus
collapse and go up rather than down.
�
When Mozilla fails, the top menu collapses and makes it hard to see
what the sub menus do.� My guess is collapse and jump off to the far
left.
