There might not be any limitations in the browsers, but there certainly are limitations in what search engines will look through.  Some search engines will not even index pages with keyword or description meta tags that are too long.
 
This page (http://northernwebs.com/set/design_notes_0.html) does a pretty good job of explaining 'good' meta tag construction, and how they impact search engine placement.

I haven't seen any limitations. I've seen HUGE keyword meta tags that where larger than the actual HTML content. If Keyword doesn't appear to have any limitations.. I don't see why the Description would.
