here is a quote from a post of mine regarding the same question with the DynAPI scrollbar, (this solution was never officially applied as the problem is difficult to reproduce, but I use it in my sites scrollbars successfully.) :

Although I noted an odd behavior.  The bottom arrow sometimes turned a funny shade.  It's kind of difficult to make it happen but it seemed to happen clicking above the thumb and below the up arrow.  Let me know is you want a screen shot.
