Well, I'm no guru, but I've had a similar if not exactly the same issue. 

My suggestion is to try creating L12 before you set the L11 eventlistener. The 
eventlistener uses L12 to calculate the values from its size and so it must know what 
its size is the first time it is loaded - ie before L12 is created in this case I 
figure. 

I'm not certain it will solve all of your problem but i's worth a try to keep your 
head intact, eh? ;)

BTW if you want you can use my layerpos dynlayer extension from the ccreation widget 
pack for easy positioning. You'll find and example at 
http://www.dynapi.f2s.com/dynapi/examples/ccreation.ext.layerpos.htm and can download 
the file(s) at http://www.dynapi.f2s.com/dynapi/src/lib/ccreation/ext/ (it then goes 
into the concurrent path in your site)
