to illiminate the flicker:
You need a watch variable, ie "switched"
var switched=false;
in your mouseover:
if (!switched){
<your switching code here>;
switched=true;
}
in your mouseout:
<do you unswitching code here>;
switched=false;
This will prevent the browser from 'switching' repeatedly while the mouse is
over the layer (this is what causes the flicker)
