I had a look at your code, and I think your best doing a setVisible(false), instead of deleting the layer. Then you check if the layer exists when clicking the link, if it does you make it visible, if it doesn't you create it.(example attached) Normally you'd want to re-write what you have as a widget, so you don't have to re-write the whole code on your page for each window, and that the windows don't start reacting to each others commands. NS does seem to have stopped reacting to some mouse events in the latest snapshot, best is to use an older version until the problem is fixed.
