Here is the new version 2.3 of toloadlayer (now named loadlayer) attached to

- a lot of bug fixed
- uses new parts of the loadlanel that comes with DynApi 2.53
- two way to create a loadlayer: one is the similar to loadpanel and second
the way of convert a regular dynlayer in a loadlayer
- for ns4 added diferent way to locate the layer to attach the load handler
that works better to loadlayer as child of another layer
- corrected timeouts times to show faster
- added some timeouts to free some fuctions to end before
- corrected links with only hash on ie to point to the correct file inside
the loadlayer

- control of regular target on A-href tags to links across loadlayers [._-]
- a bolean to tell the loadlayer if you like to take bgcolor from html's
body or to not change the bgcolor you set to loadlayer
- will set html (for getHTML) on all browsers I can
