netscape will do this if the loadpanel fails to load something. 

when you load a document in loadpanel all mouseevents are captured during
the load, because if you click on something while a document is loading in
loadpanel it might kill the load. the trouble is that if the document
doesn't load then loadpanel never turns mouse events back on.
