This means that after clicking to move the scrollbar, the user can then move 
the mouse and drag the scrollbar to a new location.

Currently, rhe drag event only comes into effect if you  select the scrollbar 
itself.

I am not sure if this is anly clearer, it is mainly comparison of features 
more than a feature request.  The feature I am refering to is visible in the 
current dynapi scrollbar widget.
