This is a wierd problem with the scrollpane in IE. Here's the URL with

There is some sort of conflict between the browser scrollbars and the
scrollpane scrollbars. If the browser scrollbar is all the way up, then
the scrollpane will work fine. However, if you scroll down in the
browser and then try to scroll in the scrollpane, it will start acting
funny. Try dragging the scrollpane scroller all the way down, then just
click and hold on the slider. It's starts moving up on its own and
whenever you try to scroll up it gets a little confusing.
