What you do is have your content layer inside of a clipping layer: The content layer moves up and down (or left to right) "behind" the clipping layer.
The Content layer is a child of the clipping layer and can be any size. The clipping layer acts as a "window" into the content layer.. A bit drunk and maybe not too clear..
