I know what you mean about the menu jumping, but it doesn't jump like that if you do it right. Check out this w3 example:

A site that makes good use of it is http://texturizer.net/firebird/ Rollover the menu on the left and you'll see a "lock menu" link on the top of the menu. Click it and scroll around. Works very well.

But, I do like the iframe solution better, since I can have my menu load different things into the iframe without having the menu reload.
