I have figured it out.  I forgot to set borderStyle!
Now it works well in IE and opear.  However, in Mozilla, only the top
and left border shows.  I cannot make the border show on all four sides.

mylayer.css.border = "1px solid black";

Only shows the top and left borders in Mozilla.

Any one knows solutions to this?
