Using the HTMLMenu example, I ran through the different DTDs and here
is a summary of what I found.
 
When IE fails, the top menu is displayed correctly, but the sub menus
collapse and go up rather than down.
 
When Mozilla fails, the top menu collapses and makes it hard to see
what the sub menus do.  My guess is collapse and jump off to the far
left.
