int_process::waitAndHandleEvents now follows block parameter (if false)
If the block parameter is set to false, this function will no longer block (by
setting "should_block = false").
No changes are made if block flag is set to true, the existing calculation for
"should_block" will be used
(this is until clarification is given as to why should_block was ignored to
begin with)
