TBB spack fixes (#595)
* Fix typos and formatting in TBB CMake files
* Set minimum version of TBB to 2018.6
This is what the Spack package is using.
* Set the source version of TBB to 2019.5
This is the most recent version.
* In TBB, split the dotted-decimal version to make the download version
* Correctly handle minor version in FindTBB
