Revert "Import and update ppc64le opcodes from Capstone (#1803)"
This reverts commit effe9b22f88d984203821c6c0b3be43f7c0455c1.
Additional testing on more Power9 machines showed test regressions. It's
not clear why this is failing, but these changes aren't critical right
now so they can be reverted.
