Replace VEX_DEBUG with common_parsing_printf
The old debug message for decoding VEX instructions rely on
building dynisnt with VEX_DEBUG/VEX_PEDANTIC, making it annoying
to flip the switch. This PR replace it with the
common_parsing_printf, which relies on runtime ENVIROMENTAL
variable COMMON_DEBUG_PARSING.
