Okay,

I've upgraded to E 13.3 and imlib 1.3 (though I found that the
imlib-1.3-1.rpm version was not installing Imlib.h, therefore E 13.3
would not compile) but managed to get this solved under E 12 and imlib
0.9.  I found that E was making a call to the programs "convert" and
"djpeg" with an absolute path of /convert and /djpeg which were in
/usr/bin.  Once I created sym links for those programs and stuck them in
/ all was well...

go figure.

I'll probably try removing those links now and see if it's better in E
13.3.

I've encountered this too, but I have done nothing about it:

1) because I'd just upgraded my jpeg library, and thought it may be due
to some old (wrong) header files laying about;

2) because dr14 is just around the corner! :)

n.b., I have both E13.3 and Imlib 1.3 (not tried to run E since before
the
release of 1.4).
