It's not surprising at all.
Here's the plan:
They'll encourage citizens to buy gold. Gold will be imported into the
country to meet the demand. Over a period of years a lot of gold will build
up in private hands.
Then the government will criminalize private ownership of gold and
confiscate every last gram of it.
