House passed one version of the bill earlier last year, The Senate pass this version , called s990 jr., on Dec. 20th late at night. Was it another 3 Senator quorum, like Federal Reserve Act? Don't know, was voice vote bill only. Was passed with unanimous consent agreement No records kept except the Passage. There was a lot more stuff in the bill than this, this is the sneaky part.
