I don't know and I won't offer an opinion, just a historical anecdote.  In
the USA during the eighteenth and nineteenth centuries gold and silver coins
were minted by private refiners.  The ones that gained the greatest and most
enduring popularity were the coins of one or two refiners who always put a
little more gold in the coin than the face value said.  They charged a high
enough seignorage fee to cover this, and their coins were prized above all
others as good money long past the death of the refiner himself.

It seems like this idea could be applied to a deposit currency, and maybe it
already has been.
