I did a quick search on Google for a product that would plug in to an open
source mail list manager, and allow for only specific messages (PGP signed
or encrypted) to be pushed to the other members. I didn't have any luck in
the few minutes I spent looking finding a program that let SIGNED messages
through, but I did find one that let ENCRYPTED messages through.

The software is called NAH6 SECURE LIST. It is a plugin for MAILMAN. If
nothing else it might get a few others with more time on their hands
looking around for a solution that will allow us to send messages from our
email clients, with a high degree of confidence that messages are from who
they say they are from.

Obviously, moving the list in this direction would prohibit people from
sending messages to this list without first going through a period of
waiting for the admin to accept their key, add it to the server, and so
on.

I guess a decision needs to be made whether the purpose of this list is to
encourage quick, free, open conversation, or whether things should be
locked down a bit in order to restrict things. Sure, spammers will still
be able to send at least one annoying message (since they can signup,
submit a key, and after acceptance send their crap), but at least the
annoying messages won't appear to be from another person.

Other list folk, perhaps you could help out and look for software that
would only allow signed or encrypted messages in.
