Your "demonstration only "proves" one thing : 
You are completely missing the point, and seem to be thinking backwards :

Scammers always try & establish credibility, in order to attract their
victims.
In order to do that, they "recommand" reputable firms, in order to try and
establish "credibility by association"

Did any of those firms (Exchange Providers) recommand the scammer's sites ?

Ask yourself THAT question, before jumping to (stupid) conclusions !
