Florida's "moron-tax" (what my dad calls it!) rolls over every
once in a while enough that even I will play. Naturally, I never
win. There are other tempting US state lotteries which every
so often also roll-over & become tempting, but I believe IIRC
there are probably laws against (doing the logical thing, and)
selling tickets to out-of-staters, using e-gold or anything else!

I'm sure someone would be doing it, were it legal...Instead, if
Florida's lotto rolls over, folks in nearby states drive for miles
and buy tickets at the gas stations closest to the border. I've
never bought a "Powerball" ticket, even though the prize has
occasionally exceeded $100 million (I wanted a ticket then!)!
("Powerball" is a large lotto sold by a group of Northeastern
US states, but AFAIK nobody sells tickets to Floridians.)

I don't know what the laws are WRT overseas lotteries, but I
wish your friend Paul good luck! Tell us if his rolls over a lot
and gets a big jackpot.
