I don't know why the 82574 adapter is not working in legacy interrupt mode.

What type of system is this on?  Do you have CONFIG_PCI_MSI enabled?  If not, 
that would explain the failure to initialize MSI-X and MSI interrupts.  Please 
send your .config file, lspci -vvv and dmidecode output.
