I believe that behavior is expected, 82575/576 don't support timestamp all as I 
recall.

I tried HWTSTAMP_FILTER_ALL in SIOCSHWTSTAMP ioctl on an igb card.
AFAICS, igb should timestamp all incoming packets after this ioctl() but
only PTP packets are timestamped.  I checked the value of staterr &
E1000_RXD_STAT_TS in igb_clean_rx_irq_adv() and this bit seems to be set
only for PTP packets after the ioctl().

Can anyone confirm this behavior?
