No, for our devices the PF continues to be a fully-functional network 
interface. The projected usage model is that the PF is by the host (Dom0 or 
whatever) and the VFs get assigned to VMs as necessary.

Obviously, you don't have to use the PF for traffic, but the interface still 
needs to be up so it can get interrupts and thus service the VFs.
