Thanks for the tip, and the fast replies!
I wanted to understand this a bit better so I went back to the data sheet and
yes there's an IO_Sup bit that wasn't set in my EEPROM. Setting this and
rebooting made the I/O mapping work. And it was really pleasantly easy to port
our code from the 82599 to the 82580, even worked first time. So it's fun
hardware to work with so far :-)

P.S. For the archives, this command also worked to set IO_Sup: ethtool -E eth13
magic 0x150e8086 offset 0x33 length 1 value 0x70
