Hmmm... If you mean no RT patches, then yes. On a vanilla 3.0.80 kernel.

Yes, the load makes a difference. On a silent network (or no link at
all) this does not occur. Our network is quite busy. It isn't sending
much (perhaps DHCP discovers and some IPv6 stuff).
