PFVFTE stands for Physical Function Virtual Function Transmit Enable - the PF must set the TE bit for each VF before that VF can transmit. The same goes for the PFVFRE bits. This gives the PF control over whether any given VF can transmit or receive irrespective of the VF drivers own transmit and receive configurations.
