No, this is how the chip is sold. ID 0x8086 0x1531 , unprogrammed.

There is no BIOS on this system, just like on any ARM system. There's U-Boot 
2013.10-rc4 and Linux 3.12-rc2 running here. The PCI BIOS stuff is emulated by 
arch/arm/kernel/bios32.c
