One more observation: on other server with the same NIC Intel X520-DA2 
(E10G42BTDA)? with the same  Intel SFP+ SR FTLX8571D3BCV-IT module but 
with driver: ixgbe version: 3.21.2 and options ixgbe DCA=2,2 
FdirPballoc=3,3 allow_unsupported_sfp=1,1
outgoing traffic something smaller - 9788 Mbps, and no packet loss on 
gateway.
