The blinking appears to be implementation dependent, so there's a chance that whoever made your board made it difficult to blink. Please contact the board manufacturer for help.

However, on a board with Atom C2000 CPU with 4 X i354 NICs and the Marvell 88E1543 PHY this doesn’t work. ethtool -p does not return an error, but the identification LEDs don't blink. Kernel version is 3.10.101 and we are using kernel drivers. Can someone point to me to why this is happening and what possible fixes are needed?
