InteruptThrottleRate is just the maximum number of interrupts per second. You can set this using the equivalent "minimum time between interrupts" setting of ethtool known as coalesce values. ethtool -c <device> shows the current values ethtool -C <device> rx-usecs <value> tx-usecs <value> sets the number of microseconds between Rx and Tx interrupts respectively. You should be able to do some simple math to convert between the two measurements. You can also enable or disable the drivers adaptive mode for approximating a good value automatically.
