All these commits go through David Miller to Linus's tree. I'm not sure where 
the documentation is. I'd start with kernel.org or google for it.

As for pullups to the stable trees, you should ask the maintainer to pull 
patches you think are necessary.

What is the current policy of back porting fixes to LTS kernels?
When I look at linux-4.9 kernel for i40e dirver,  I see last commit from Mar 24
(661f5348696a39ace18fcc028513ef7527a036e3 - i40e: Do not enable NAPI on 
q_vectors that have no rings), while there have been a lot of work done since 
then on i40e driver.
