Not everything in the hardware is enabled in the software. We do not appear to be using the register you mention.
I have been told by those more familiar with PTP that the Time Sync registers are in chapter 8.16 and are only accessible through the PF. P.S. yes I know that there is ptp_kvm module, but it uses hypercalls which I'd like to avoid.
