I think this issue has been finally fixed recently after several attempts. The patches haven't hit the mainline kernel yet but should have been fixed in the intel-wired-lan kernel: 85988cbc0f22 ("e1000e: Enable GPT clock before sending message to CSME", 2022-06-27)
