With respect to the test failure css.swt.testShellActive, it's a problem
with the test setup itself (it relies on shell active state which is
probably not a good candidate for automated testing). 

It does not affect the quality of the build.

11:30 will be our final build towards e4 0.9 M2 (barring any rebuild
requests).

The build is usually available on the server about 45 minutes after.
All teams listed need to check out the build (and their tests), and
then give a go on https://bugs.eclipse.org/bugs/show_bug.cgi?id=269501
It's important that you respond on the bug so I can promote the
build.

UI (modelled, CSS, compatibility)

Server
