There are changes being made to the Eclipse4 bundles as part of M6.  Most
of them are related to bundle versions changing (like the model bundle
going to 1.0.0 as it becomes API) but we removed the reexport attributes
from the model bundle.

CSS Spy [1] hit this issue, so I'd suggest org.eclipse.e4.tools check that
they still compiler against the latest M6 candidate,
