Suggest adding the common update site URL to the sticky post in the E4
forum.

What this means:
1. When you make changes to plugins, you need to up-version [4] the
MANIFEST.MF and pom.xml files.
2. You also need to up-version the features that have plugins under
active development. It might make sense to move them to 0.15.0
instead of 0.14.1, but you'll have to make a judgement call or
talk about it on the mailing list
