Somewhere between 624 and 629, the file sync behavior changed for the worse
when moving focus between windows within the IDE.

Here are the steps:
- Open a file and make it active in the Editor Window.
- Execute an external tool that does a ClearCase checkout of the opened
file.
- The tool runs which activates and moves focus to the Run Window (BTW, the
Synchronize Files option is *not* selected in this tool).
- After the checkout completes, I activate the Editor Window by clicking in
it.

This is where the problem occurs.  In build 624 and earlier, the editor
would immediately indicate the opened file is no longer locked and I could
start editing immediately.  In build 629, there is no immediate file
permission change after clicking in the editor and I have to wait an
extended amount of time (as if I had commanded Synchronize All) before I can
start typing.

However, I have found a temporary work around.  If I leave the entire IDE by
activating another program and come back, the opened file in the Editor
Window is immediately unlocked.  This work around will get me by for now,
but I would sure like the old behavior back.
