What I meant to say is that the file is displayed as modified. If this were true you could check it out. But that is not possible because the file hasn't been added yet. Moreover, suppose that you want the user view and the starteam view to match (same file, different place). Then, you need to automatically add the file to the repository on every move action. But this would mean you are commiting changes to the repository without asking the user (you are adding a file).
