Yes!  It took me a long time to figure this out, but now I know...

IDEA uses java SOURCE, not javadoc, to generate the Control-Q javadoc.
So you have to add source for all the packages for which you want popup
javadoc to your Sourcepath.

This often means downloading additional source releases of open tools (I
had to get Tomcat and Ant source).  It can be a limitation when there is
no source available, too.

A while back Eugene (?) said that they were consdiering parsing javadoc
html files to get the control-q information.  I think that's a good plan
for times when source can't be found, but I still like the parsing
source method too, since the source is usually more up-to-date than the
javadoc.
