Since the whole point of these are to give you important information, its pretty
useless when the information if off the side of the screen.

I would say that the tool tip's right edge should never go beyond the right edge
of the screen, even if it means that the left edge is beyond the left edge of
the screen.

On the status bar, you can always see the _beginning_ of the message, but not
always the end.

If the tool-tip window was right-justified, then you would always be able to the
_end_ of the message, if not always the beginning.

Between the two of them, you should be able to get most of not all of the
message.
