The problem is that there isn't a proper (i.e. from JDK 1.4.0_01) tools.jar
in the classpath. Probably JAVA_HOME variable is set to another JDK and
since the value specified in idea.bat is ignored; if so, please try to
change the line
IF "%JAVA_HOME%" == "" SET JAVA_HOME=c:\j2sdk1.4.0_01
in idea.bat to
SET JAVA_HOME=c:\j2sdk1.4.0_01
